Carroll Baltimore
Dr. Baltimore is currently the nineteenth (19) President of the Progressive National
Baptist Convention, Inc. Since 1973 he has served faithfully in all levels of the convention.
He has served as the National Chairman, Evangelism Board and 1st Vice President of the
Eastern Region, PNBC and served as a member of the Education and Publications Board.
• Senior Pastor, International Community Baptist Churches.
• Planted 30 churches in the Philippines, Africa, Jamaica, India and Korea.
• Over 40 years he has ministered to people of different nationalities and cultures.
• Organized and participated in 62 international crusades crossing cultural barriers.
• His leadership and counsel are sought by many organizations.
• He serves as the Vice Chair of the Baptist Joint Committee
• He serves on the Missions & Theological Reflection Commission for the Baptist World Alliance, 2010-2014.
• He was elected as an At-Large Delegate for Virginia to the National Summit on Africa and introduced child labor and slavery policies that were sent to Congress. He is an organizing member of the Virginia Coalition for Africa.
• Dr. Baltimore is a life member, NAACP, Fairfax County Chapter.
• Dr. Baltimore is the first African American to serve as a Police Chaplain for the Fairfax County Police Department. He was appointed an Honorary Captain and received several awards for more than 25 years of volunteer service.
President/Founder C.A.B. Outreach Ministries, Inc.
• Non-profit organization focused on international and domestic evangelistic outreach ministries.
• The vision is to mainly carry the gospel to the entire world. Provides education, medical/health care, dental, eye care and economic empowerment. Leads church planting and builds churches and facilities for ministry.
• 96% of all funds go directly to the mission field.
• Leadership of 23 churches in the Philippines, in the regions of Mindanao, Visayas, and Negros Occidental.
• Plans, organizes and conducts an annual C.A.B. Outreach Ministries, Inc. Missions Conference and Banquet with outreach evangelism, mission workshops and preaching.
• Directs Bible Conferences and Crusades scheduled annually to preach and teach the Word of God.
• Organized the C.A.B. Southern Mindanao School of Theology (a four-year institution), child development and learning centers, and kindergarten. Organized the C.A.B. Christian Academy (elementary to high school).
• Organized Filipino Minister’s Conference with C.A.B. pastors and other pastors.
Education
• He earned his bachelor, master and doctorate degrees excelling in Theology, Greek, Psychology and liberal arts. For his work and experience, he received several Honorary Doctoral degrees.
• Dr. Baltimore graduated from George Mason University, Luther Rice College, International Seminary and Washington Baptist Seminary, and additional continuous education courses. Received several honors for his contributions to religion and society and listed in the Book of Honors, the Director of Distinguished Americans and Who’s Who of Religious Leaders and Global Leaders Worldwide.

Dr. Baltimore is married to the lovely Dr. Liz Baltimore, a dedicated teammate and prayer warrior, especially for Dr. Baltimore and other ministers of the gospel. They are proud parents, grandparents and mentors for children here and abroad.
